Useless Iphone 4

so, i was looking on eBay for a used iPhone 4, something i can use to call and do other stuff. eBay sends it to be in about 3 to 5 days (would of taken shorter if they didn't have delays in shipping) i finally got it open it up and the previous owner stuff is still on and its still locked with a 4 digit lock.

so i completely wipe it with iTunes, it boots up after a system wipe and i go through the normal set up which language country WiFi, then it comes to activating it, it seems the previous owner hasn't removed his apple id from it so i call the number on this sheet of paper he gave to me in case i have any problems with it or whatever, he doesn't answer......i called nine times, at this point im like "greeeeat i just got ripped off, time to call eBay to see if they could possibly give me a refund or something" nope, they say contact the seller. You can see where this is going.

eBay wont give me a refund? check
useless iPhone 4? check

so im turning to you guys, considering how you guys deal with hacks and other stuff i was wondering if there's any possible way to get past this damn thing so i know i didn't just shell out alot cash on a useless iPhone 4.

Try to jail break that phone to erase anything

i downloaded pangu8 as a jailbreak but it gives me an error saying i need to manually activate the device before the jailbreak

Try emailing the guy through Ebay? or refund it if you paid with paypal

try to restore again in itune its auto delete the jail break and back up a new os
