Well your Problem is that the data validation blocks the unlocks.

If the data validation with the servers isn't disabled the game will check its memory and compares it with the last known on the server.
So if weapons on client are unlocked and on the server not, they will patch them as locked. Thats your problem.
Conclusion of this is the data validation on your client is still enabled.
