Just a shot in the dark here, because I don't understand what you're trying to say, possibly move it to the folder you want it to run from?
If you're trying to ask if you can have a program running from one folder but have the computer think it is running from another, I'm not entirely sure that's possible. I'll do a bit of research and let you know if I find anything.

Yes it's possible. You just need to set the current working directory programmatically when your application starts. If you told me what language you were using I'd be able to give you a more concrete example.
