Actually, it's not. It's genetics. Genetics are passed through parents and children as I'm sure you're aware. It just so happens that when two black people have a baby, it's black. The hair quality/growth is still purely genetic, though.

It is a racial factor. It is much colder in Canada, meaning the human body in Canada evolved and began growing more hair to keep warmer. People in cold countries back 1000 years ago probably had even more hair, but because we're now in a much warmer environment in a cold country most of the time, we're going to start growing less hair. Just like those in China have had more skin covering their eyes to block excess sun from coming in(This is the same case in Antarctica because the sun reflects from the snow). Or more skin pigment in order to prevent overconsumption of the vitamins given off by the sun. And ofcourse it's genetics, but a lot of the attributes in the genetic are different throughout each race, unless ofcourse two different races reproduce. In this case one attribute may override another, consider a African American man reproducing with a Caucasian women, then there will be more pigment in the child's skin even though the mother was Caucasian. Same goes for the eye color. If the mother's eyes and hair were blond and blue, the child's hair would be black, and the eyes brown, regardless to the mother's eye\hair color.
