That's not a reason to IP ban. You have to sort out a way with Andi to prove the OP did file a chargeback on you. (SS or TV with Andi on paypal showing chargeback from OP) something like that. Haven't read the case fully. Once Andi or Heroic are satisfied and you've proved OP scammed you, then he can be banned.

Alright , i would need you to contact the 3rd person (the one you sold the stuff to) and ask him to contact steam support and ask them why his csgo skins were removed, the reason ? It would be very helpful.

Told you to do this for 2 weeks ago , lead nowhere , tells you to refund and you refuse. What do you execpt me to do ?
This guy got proof that you charge backed his money , you claims that he recovered items you paid for without any proofs... So i will give you another 24 hours & it will be your last. Come either with proofs , refund or the ban remains.
