What is a good IDE for PHP and HTML?

If you're starting to make big projects, PHPStorm is the best, no doubts.
Otherwise Sublime Text is fine for smaller projects.

I personally always have preferred things simple. I have used the advanced web IDE's before such as Dreamweaver but especially making things from scrach and without all the unnessary junk. I just use "gEdit" which is mainly for linux but there is a Windows install. Just a basic notepad with coloring and available plugins for auto indent, completion and so on. And coloring for all languages really. Then I just run a local web server using "XAMPP" or use "FileZilla" to quickly preview such.

"gEdit" is pretty alike to Notepad++ however, it is much simpler, basic and clean.
