    I want an established account of any rank that has overwatch overview available / enabled. Im willing to negotiate on price if its an amazing rank or something.

    It means It can review overwatch cases, also known as the elite trusted accounts (if you have overwatch interviews you have very few reports / lots of legit game time played)
