Its pretty useless since you cant even play on normal servers with a Vac banned account lol

Vac banned accounts are now perm bans. This means those skins will NEVER be available to the public again, under any circumstances. So that makes the value of this account considerably less just based on the fact that the items will never be tradable. On top of all that, with a vac ban on cs go, you cant play on 99% of the servers available... this pretty much sums up to ; the account being worthless. If CS:GO is the only game on this account (or at least the only 1 worth money) then i'd have to tell you this account is now worthless... I would attempt to contact steam about your account being abused by a "friend" but I want to remind you that it can't be unauthorized access considering you have to accept new devices via email... If your email was also hacked, you should of reported this account stolen to steam long ago, and it might have been a repairable, time consuming mistake. I would say at this point it's likely to late to contest much... but thats the only way you'll ever get any worth out of this account.

VAC has always been perma ban... The account is not worthless, it has VERY nice skins on it, the only problem is that its VAC'ed, so he can't play on servers. He can still do offline bot games, it might be fun to have a $600 skin just for even a bot game. He's not expecting anything over $2 for this account, everything you've stated is obvious and there was no need to point all of that out.
