Did you try to launch the DXSetup.exe BEFORE you started this?

Yeah i did, but it just said i already had it.

I'm just going to try to find a program to fix the error.

The problem is your DirectX. There is no program to solve your issue. You have to solve it or possibly just re-install your OS.
Did you give up on the guide? (It's basic computer stuff so if you didn't manage it, it's gonna be hard to try the other solutions)

Okay! now i just have to figure out how to reinstall it..

Error is solved!

Thanks to everyone for helping me.

How i accidentally fixed it?
I bought 17 games the week Ghosts was bugged and when you install new games you will probiably get some updates automaticly so when that happened it got fixed
