Well if you have never modded before you might want to start on a slower pace than jumping into gta 5 as it would be neverly impossible to just throw you in onto it you will need to know how to use modeling programs, texture programs and you need the game engine theres are alot of videos out there on how to mod which could explain it much better and into much more depth that most people on here will be able to tell you in a single post.

search in google for mod creater and learn some besics from it idk how far you are with c+ or any Lua exp?
