I bought Hotline Miami 2 recently though. I just beat it and am going through it again in hard mode. I really like the plot. Everyone seems to skip it, but if you pay attention, it's really neat!

Well

1.)Create a amazon account via proxy (I use tor)
2.)Make ebook purchases (0-1 dollars will do)
3.)Then buy the item you ACTUALLY want (steam card in your case) and then have it shipped
4.)Wait for it to come in and then...
5.)Contact Amazon by phone/chat and make sure not to info them that that steam card came used or something like that (be creative)
6.)They will either refund you right away or start a investigation
7.)If you say investigation just wait a few days and they will just contact your post office and ask them did they deliver?
8.)Know they will email you and say here is your refund

1.)Don't use your real address (Get amazon locker or Po box or if you do use your real address and they block it just add a extra letter behind your address and it works)
2.)Use a prepaid card
3.)Make sure to use a proxy while creating account and also clear browser history

While some are notably cheap, it's no surprise. Some of these games should be at the current discount price by default as standard already.
