Well, he's using your Skype to post on "his" threads which makes you included in this incident. So as a partner, you take the blame equally and refund the user he scammed.

I opened the service with him, but ONLY I used my account. I was just purely advertising. The skype: eloboost85 was HIS skype that I put down so he can deal with the customers/orders. I told you that I cut ties with him, but I will NOT be taking his punishment. You can keep the ban I guess, I just find it unfair that I'm being punished for being affiliated with a scammer who at the time was just a partner.
