    Yup, defenitly a commercial from the Netherlands. It's a dutch ad for learning to understand and speak english to be precise, and the music is to make you understand they don't understand a word of what's being said in that song. It's pretty much an adult ad, since kids in like 2000 in the Netherlands used to barely understand English, and now even my little brother that's 7 years old can kinda understand english. Atleast he understands what he reads most of the time when playing games.
