AFAIK Megaupload is the only one to be forced. The others are just temporarily down or they've disabled sharing as a precautionary. They want to distance themselves as much as possible for the time being (they're most likely looking for legal advice in the mean time).

As for ACTA/OPEN: I hope to god that ACTA doesn't get passed. That bill is pretty much SOPA BETA and the fact that all the nations in the ACTA treaty will follow suit means that it will have a severe impact on the nets. As for OPEN if it is what I believe it to be then whether it passes or not is not my concern. It only effects US based sites and organisations and doesn't give the US a substantial amount of power for sites/organisations that operate overseas. Plus AFAIK its a US-only bill.
I can't see why Anonymous isn't taking any actions as they did on the SOPA act. ACTA seems much greater even though a few details are known about it.

The netherlands haven't signed yet, allot of politicians are not showing their support for ACTA, they believe in internet freedom
