    i have done it but after being like 5 min on game it crashes and says

    losing game package or something so just just get a buddy, go to FC(the beacon is the best option) and arrest or kill the same person again and again

    Using a virtual machine, I don't see why not.

    Steam can't be open twice, so other then that no.

    VMware Virtualization Software for Desktops, Servers & Virtual Machines for Public and Private Cloud Solutions

    You'll need a pretty intense computer to run an OS and APB..

    So the answer is basically no, you can't unless you have a really good rig.
