Alright so I've moved from Cross Fire to Project Blackout... So I'll give my share of the contributions now.
Gamebooster is a program that will help your gaming experience to be better. This program closes unnecessary background programs to speed up your gaming mode.
This is 2.3, but currently 3 beta is still going on, and tbh it's not as fast and effective as this...
Bottom line, better gaming experience.

Used it for a signature request so thought I would slap it on my desktop for fun.
It raises a bit of FPS by reducing RAM, which allows PBlackout to spread out more, allowing more better gameplay with better FPS.

It should, but its only has effect if you have a good graphic card for PBlackout that can withstand PBlackout but still has some slowness. I'm looking at around a Nvidia GForce 8 or higher for that to happen. Also you might be lacking RAM, or have a low GHz. I don't think you have it, but still could be a stable chance.
