    Make a line/polygon with a bright color, like white.

    Then, duplicate that layer, and go to filter > gaussian blur, and set it to around ~10 pixels.

    play around with it until you like it, then select color overlay and choose whatever color you like for the glow effect.

    Well, that's how I would make it.
