You can literally embed it into the resources to inject it via manual mapping

The easiest way I'd say to do that is to use C# as it's:
1.) Easier to code
2.) Can be obfuscated with both a .NET Obfuscator and a native code obfuscator (2x the protection)

Also there's a manual mapping DLL here that at least makes the file harder to dump one injected (Try it out.)

Because DLLs need the full PE to be injected and there's like no way to inject it via downloading without dumping it on the HDD first.

Most you can do is embed it in the app and check server side if the file can be injected. You can use a crypter (Best I'd say is Thermida)
