No, as the ISP will cap the speed they give you, which is physically impossible to uncap, unless from their end. Your downstream is the literal speed the ISP is transmitting to your house and phone-lines. If they cap you at 30 mbps, your max will be mbps, and there's no way around it. A range extender will indeed speed up your connection by strengthening how YOU transmit the connection they give you, but it won't exceed your downstream. I'd suggest checking as I said to see what your actual downstream is.
