Having that material is part of being a torgue weapon. Outside of the bank the game will delete any Torgue without that material.

Try a Torgue body, jacobs barrel, jacobs grip, dahl stock, dahl...

A gun with a Dahl base / body will have burst fire. A Jacobs rifle with Dahl parts gives accuracy / low recoil.

Sights very rarely affect anything other than FOV when zoomed.

Vladof = fire rate
Dahl = burst when zoomed

A vladof rifle with all jacobs parts is fun.

An elemental Jacobs would be a non-droppable weapon. Easily modable, but not something that an enemy would drop. I believe there are other special cases out there, but I'm not positive of any of them.
