You just select them all again and press "lock achievements" there should be an option like that somewhere, cant tell more cause my steam doesnt seem to want to run today.

It doesnt work with SMNC because those achievements unlock stuff for other games. And because SMNC has been added somewhat recently to steam, and they protected it to avoid people abusing this tool...

Then i guess they fixed the first one, licence transfer much probably still works, fact is i transfered my fallout DLCs to a buddy 2 days ago
