Unnecessary. Once you compress the .7z file, just rename it to a .rar -- when someone tries opening it with WinRAR, winrar will figure out that it's a .7z file and decompress it accordingly. Alternatively, you could try what Alen said -- I was thinking the same thing earlier but decided not to post.
If you try my idea, it might be a good idea to add "If there are any issues, change the file extension from .rar to .7z" -- but I can't really foresee any problems.

Personally I would also want the option to upload an archive in the 7-zip format, it's just a much more efficient compression type.
