What do you mean, like the game is only available in the USA? You can buy wallet codes, redeem them and purchase games no matter where do you live.

If that's the case can I just add funds to my Steam Account and purchase the game regardless of Region?

No, New Zealand but I tested a VPN inside a Virtual Machine and it seems like you can buy it if you're from USA. But it's quite difficult for me to use my Card and PayPal due to region restrictions. So I'm thinking what if I use a different Steam Account, Add Steam Wallet Funds, Use VPN USA to buy it as a GIFT and GIFT it to my Main Account.

Not sure if that works.

Not sure why you want to use the USA region on Steam when you can buy that game with your original region? Also, you cannot purchase in the USA region without the USA payment method btw.
