Find google.com:codes color server minecraft and click frist link and you have more codes for color

To my knowledge, no. The known & symbol gets replaced by the symbol § by EssentialsChat (or other chat plugins), wich is the colourcode minecraft uses.
Having tried this myself, a server (both vanilla and bukkit servers) kick you if you try to send a message containing the symbol §.

I have got no idea. There might've been a mistake in permissions, allowing him to simply use colour codes like &4 etc. Could be just the server, or a damn genius
