It's all because of lax rules allowing anyone who competed at least one order in giveaways to open up their service. Then we get people selling labels for $30 and suddenly people are buying labels by the hundreds. It happened with A-Z also. At the peak of az refunds, some people did it for about 4 or even 3%. We should honestly limit store specific SE / refunding threads to about 5-10 otherwise every store will die like Apple did

legal actions/bills to people who frauded them. i remember the most typical ones that got hit were people who lived in US + who used their real name and ID when reshipping. that is exactly why people told you not to give ID this time around.

if i remember correctly, people abroad got hit too, they just contacted the local authorities. think its easy to press charges when you have real contact info from reshippers..
