Do you need a VPN to play on a Russian Game Key

So I read in a stickied post in this category and someone said you don't need to use a VPN to PLAY on an account with a Russian key but you do need a VPN to activate the key. After reading this I went to buy one but read on kinguin that you DO need a VPN to actually play the game.

Anyone know for sure?

Also where do you guys buy your russian keys, theyre out of stock on kinguin and g2a.
