my problem iz: i want to install .net framework 4 but it wants WIC, WIC says that "update/update.exe is not a walid Win 32 application." HELP

It's because you're not downloading the 32 bit version like it says. You're probably downloading the 64 bit version.

Download details: Microsoft .NET Framework 4 (Web Installer)

Web installer, it should automatically download the latest version for you PC and install it.
