Force Host while in a lobby?

So short question:

How can i actually force host (like we both are in a lobby and then i just start up the game and turn out as host) so i can use the admin mod? (need it to edit game settings).
I tried the MW2 Host Tool but it didnt work :/

To answer your question-- the last time I checked-- it wasn't possible anymore. I could be easily wrong but I'm pretty sure you can't anymore
