I mean you can download elophant client and net.framework and you can save the skins with that.

But i dont have LOL on my pc right now and to use elophant client i need LOL installed

Sorry, but in order to do a price check you need to show the skins on the account as it makes up a great deal of the initial pricing. YOu can just list the account skins as text here if you want.

Don't ask around for a price check without listing skins(champs and wards), no.of rune pages, what runes you have etc.
Rank (unless it is >Plat) doesn't really mean much unless it is really bad.
