PayPal Account send money without held

If i receive money and i want to send it.
There cames an error that i cant pay atm or the money get held 24h on the other guy.

Im using a Swiss account.
I have no bank or credit card.

Thats why im asking.

Because i want to use paypal without problems but also without any bank or credit card.

Your PayPal needs to be verified most of the time to send payments.
It's a way of PayPal to verify who you are as a person.

I can send money.
But before the held all transaction works fine like on other pp accounts.

But now they have me in they're eye i think ._.

I've been able to send payments up to this date without being verified.
I don't know 100% how it works but it's been around 1 year and still able to receive and send money.

Sending too much/receiving to much may also cause the held.

Yeah, they hold the amount because they're doing some kind of "investigation" cause your PayPal is not verified.
