Just seems like a regular paint program. Can't for sure which one but with just paint you'll be able to do the same. If you have a writing tablet.

You can tell he is using his mouse by the hovering. Just paint.

It's not bad. You can definitely tell it is done with his mouse, though. Everytime he changes colour or input, he has to hover to the left to change and come back.
If it was with a drawing tablet, it'd just magically change or the mouse would not appear.

Ye that was my only doubt. I assumed he kept the pen very close to the tablet (because then you do see the cursor moving.) So he knows where to press. But I don't own a tablet so I don't really know
