I'm only 15 never messed with a cop or a cop never came to me for something bad.

I have had a incident where cops came near me because I was bicycling from Võru to Tartu and when I started bicycling back, there was a police on the road taking speed stuff, then they asked me if I could stop and then they started asking me questions and asked if I was drunk, since I don't drink I told them in a honest way and told them that I don't drink and they even tried to take alcohol test on that but failed because I have never done one, so they let me go and also told me that I should fix my bicycle.

the problem is that if they don't meet that quota, their pay gets docked significantly

from what i've found, it varies from city to city; police down here are pretty chill unless they're REALLY bored and they'll pull you over and just let you go for no reason essentially

I feel like this is a major problem. Compounded by the "shoot-first-ask-questions-later" mentality.
