Why aren't any unlockers?

I paid attention that there are no unlockers for weapons and such only elite and DLC,so the game is server sided and can't be hacked?

Of course it can be hacked.
Some people either:

1.) Don't know how to do it. ( Majority of MPGH just uses Cheat Engine )
2.) Too lazy to attempt to do it ( Eg. Me. )

I don't have the game but it seems that @akim14 released a few DLC unlockers
