Final Answer ....

If you want to make a launcher, use Acids' answer ( I chose acid because he said it in post two...)
If you want to send login information to Combat arms in full screen mode, learn D3D , You will be suprised how quick you get it (if your willing to learn)
If you want to send login information to a windowed mode CA You can use API or SendKeys, You can use software like Spy++ from Microsoft (packaged with 2010 beta) which will allow you to find the windows process ID in order to post using API.

It's that simple, I don't think we need 20,000,000 posts telling someone how to use Shell and Process Start, Someone make a tut or something.

Sorry, I didn't know there was spam, I've been busy lately trying to fix my computer, it's been very laggy
