No he's lying, he has a community account lock on his steam. You can't unlock it unless you've contacted steam support 2-3 weeks in response to the support ticket. Steam would not give you an account lock lift date. He's selling it because 1 he locked his account out and 2 he tried to sell it and got scammed and locked his account. He's a scammer and on top of that you can't play or let alone launch any games.
