Wanted to file a dispute and give him some time to reply me before filing a claim but Paypal directed me to a claim instead.

What category did you file the dispute under since it was Friends and Family? Is it under the unauthorized access to account option or the sending money to someone in another country?

Paypal stopped the personal payments option for my country a couple of years ago so I had to pay under Goods or Services. Can't help you there, sorry!

Filed as dispute claim, she promised me that I'll have my money back in a week and she said she noticed very "suspicious" activity in his Paypal account (I'm guessing with all the charge-backs). Just tell the rep, there is a group buy that was done online. the seller cheated everyone and ran and everyone is now disputing the charge together.
