Your Anti-virus might be blocking it.

Try to; Disable your Anti-Virus;Make the file an exception on your Firewall;Right click and run the Program as administrator

It takes 2 weeks for a Full VAC ban to go through normally so. I can tell you i've been using it, a few days before it was released and i've been using it offline and online private match with 1 other person.

If you play Solo/Private Match; You'll be able to still level up. If you go offline mode, you won't be able to.
