im not looking for a jet powered invisible infrared ,gold plated laptop with leds just somethin modest like a dell D830

The huge issue with getting a laptop over a desktop is that laptops are far more expensive for the actual performance you get.
To put it simply, a well-built $700 desktop will outperform every laptop in existence, including $3k or $4k ones.

You've probably already googled and found this result, but the Dell XPS13 is a solid choice, but the only caveat is that it's $799.

I went around at the US Market (PortablePicker) and saw the Asus ZENBOOK. It's relatively strong for what you get. Full HD 13.3" Display, i5-4210U, 8GB RAM, 128GB SSD. Probably able to let you play some newer game titles like FO4 with low (Or modded Ultra-Low) settings or so. $680, it's right in your budget. Maybe you should take a look at it? Amazon ASUS UX303
