creating a mmorpg game similar to taichi panda

is there a way to create a game for myself only, closed network server just my ip.

purely for me to play on, and control. e.g. change server files and stuff?

if you have the files on your own computer, then yes it would automatically be playable on by you, visit your localhost ip (127.0.0.1) and run your emulator

You could look up if someone has created a private server and released files for that specific game, or anything similar to it (I don't play the game, so I'm speaking from a general MMORPG game type of view)

If not you would most likely have to start creating said files from scratch.
