Map Loading Issue

I'm having an issue where as soon as i connect to a realm and walk a few steps everyone rubberbands - I also run into the black wall where nothing loads at all. At this point everything either loads up and clears up for another few seconds or disconnects me to the character select screen. It was working perfect one day - I changed no settings in game or on my pc - and it didnt work the next.

Ive tried multiple browsers. Used flash projector. Cleaned my DNS. Cleared all my cache. turned off the Pepper setting in chrome. Uninstalled and reinstalled flash. Reset my router. No changes at all.

Im getting a constant 38mbps down and 5mbps up. Running hard wired. My pc can handle this game (Win 10 with 8gb ram a gtx960 card and amd 4.2ghz 8 core) I can stream 1080p movies no problem right now so its not on my network end. Ive also given flash all permission to flash projector and hack client swfs to try them too. no differences. (Using the most recent flash projector and version of flash) Ive even tried contacting kabam support but will see if i ever hear back from that

So any ideas peoples? Im at the end of my rope here.
