    Yea that's such a shame. I wish Valve could remove all the skins from a VAC banned user's account (after 100 days from VAC ban) and then have it randomly drop into people's inventory - like 1 skin goes into a random inventory.

    That would definitely be useful for those skins, especially the VAC banned accounts with Gamma Doppler knives.

    With that, I'd think they'd want money so I guess there should be a monthly payment to be eligible.

    That would never happen. Valve would loose money from that since people would buy the skins or try to unbox them. What I would prefer to see happen is the items are taken out and then sold at an action and the money goes to charity.
