CR is Crunchy Roll. Both HorribleSubs and pretty much any other website (unless it was done by Funimation) will rip from them. As for the video quality shit, just go download it. The subs have nothing to do with that, it's the player each website uses compared to something like MPC-HC

The movie is like Beserk's gold ovas. It's going to be separate movies, this one is pretty good but not what I was expecting.

Typically yes. Kizumonogatari Part I blu-ray came out today, and so the subs will be up in a few days probably.
