It all really comes down to how their parents raise them from their baby-years to young adults (18 or older), not to mention bad influence in school, bad / unworthy friends and stuff like that, you need to give a bit thought of your own to really understand, like what did you do when you were youth, and so on and worth.

Young Adults don't think about the consequences about breaking the laws
Young Adults who do commit crimes probably do it because they need to commit the crimes to survive (homeless or poor ones)
Some Young Adults get do it to get thrills out of it.
