dx9 everywhere dll for better fps

it seems that hng has problems loading some of effects/models/... with dx9
so it should fix problems in thread https://www.mpgh.net/forum/showthread.php?t=1194031
put that dll into dlls folder as shown in thread https://www.mpgh.net/forum/showthread.php?t=1194031 with chams.dll
and ull see another check box that should fix prabljema.
