Lets say i start a currency exchange
my BTC for your paypal.
The person sends me paypal, and i send btc. everything is good!
can the person open a dispute against me?
if so, how do people avoid this? by just dealing with trusted members?

Yes, mostly with just dealing with trusted users. Unfortunately PayPal always sides with the buyer regardless of whether the money was sent as "Friends or Family" or for a service.
Yup, you can't protect yourself. Although PayPal doesn't always sides the buyer as ByodoM says your chance to win isn't that big, especially if the money were sent as "Friends and family" - then you have 0 chance to win the disute. Just deal with trusted members with verified accounts and if you want you can ask them to provide ID that matches the name on the PayPal account to make sure its theirs.
Yeh Paypal is a dumb fucking company so basically if you use a VPN and send somebody money on paypal and you get BTC in return. You can just open a dispute and say you didn't send the money and paypal will look and see it was sent from a different IP and refund you making the person that sent you the BTC -X amount in their paypal account. Paypal is extremely easy to Social engineer to your story.

The other problem is if you are using PayPal and receiving random funds in various currencies they don't like it. If you get chargebacks often not only will you be out of pocket they will rub some salt in the wound by limiting or screwing your account with your funds in there at some point.
From my experience, I wouldn't over use a paypal account outside of eBay and even then they can be twats.
