A Skype User named "Peac3Maker" wrote to me and said he is regancy. He wanted to trade with me PayPal to Bitcoin.

As a result of the scams that took place, you must refund the rest of the victims of the scams done on your other accounts.
Assuming that was the verdict for ban reason - to refund the users.
