You could do this with a bankroll of any amount however I'd recommend staying away from Powerbet as they are known for cancelling bets. So the answer is yes, you can use any bankroll.

You need to bet $750 worth... Averaging your winnings at 4%

$30 (what you pay for the service) / 0.04 = $750.

Since its arbs, your bankroll is split in half-ish between the 2 betting sites. So if you have a bankroll of $100 and you split it at 50-50 (will probably not be 50-50 but as an example) you would gain $2 every bet. So you need to make about 15 bets to break even.
