I can personally vouch for xCoded. Has done several refunds for me in the past. I think what he means by being "honest" is that a lot of refunders claim to be able to do a lot of high end/heavy items such as custom built PCs and refund them, and we have not yet seen a single successful vouch, so I think I can see where he is coming from.
