No way this is legit, Im wondering how this scam works? I found a series of eBay ads selling PC parts at like 90% value, with extremely vague descriptions.

maybe it is just some kid trna scam, or they won't ship item and hope you don't do a chargeback. Or they can withdraw funds before you chargeback.
They're going to ship you a piece of plastic and state that it was delivered.
It's a scam and anyone that falls for it deserves to lose the money in my opinion...
They will mark it as sent, but select the slowest postage option (60 days if I remember correctly.)
You can't mark it as not arrived for 65 days, and they hope that you will forget about it.
