hmm also sounds like maybe his NAT is strict, takes up to 15 mins with a strict NAT for me - try restarting router, getting a torrented mcaffee and taking your routers firewall off - giving you an open nat connection ;D

Well first I lowered my k/d to around 1.20 and nothing changed, then i lowered it to 0.20 and nothing changed in case of games with hakers and a bit slow game finding, is it just me or every1 started to hack mw2?

They don't ban you cause VAC Does, and vac doesn't ban on reports
